Request of Expressions of Interest/National Consultant, VCT capacity building

The Center for Health Policies and Studies (PAS Center) has received financing from the World Bank toward the cost of the Preventing Hepatitis B and C in Moldova Project, and intends to apply part of the proceeds for consultant services, to be provided during the period February 2010 – February 2011. The services include:
National consultant for developing a strategy and action plan for capacity building of VCT counselors and developing the forms for evaluation the counselor’s abilities concerning the quality of VCT services.
The national consultant will be responsible for implementing the following activities:
  1. To develop the forms for evaluation the counselor’s abilities concerning the quality of VCT services according to UNAIDS / WHO criteria;
  2. To prepare and conduct 6 trainings for capacity building of VCT counsellors;
  3. To prepare and to conduct 12 meetings for VCT network members for sharing experiences and lessons learned in providing VCT services.
The following qualifications and skills are required:
  1. University degree in medicine; post-graduate degree is an asset;
  2. At least 5 years of working experience in health sector;
  3. At least 3 years of working experience in HIV/AIDS and / or Hepatitis B and C prevention programs;
  4. Good knowledge of HIV prevention and control policies, including voluntary counseling and testing;
  1. Experience in facilitation of training; drafting and presentation skills;
  2. Excellent communication and inter-personal skills;
  3. Proficiency in Romanian, Russian; strong writing skills;
  4. Computer literacy.
PAS Center now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).
The consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
